What material should a tank with 25% nitric acid and 2.5% sodium dichromate be made off?

Hi, Chip. I would say 316L stainless steel as I have seen that used successfully for decades for stainless steel passivation tanks. If you search the site for "tank material passivation", you'll find good discussions in letters 24200, 31265 and several others.
