Cobalt on WC

I am trying to plate cobalt on Tungsten Carbide, and I am having little success in plating adherence to the carbide. We are precleaning with silicon carbide blast media, and using a cathodic cleaning in NaOH and an etch in HCl. Is this an appropriate surface preparation or do I likely have a poor plating bath. I have had a few successes. The plating bath contains Ammonium sulphate, does that produce a poor adherence? What is a good way to test adherence on small parts? I'm sorry about the long winded question, any help is greatly appreciated.

Thanks,
