Cadmium Cyanide adhesion issue

Q. Hello,
I do CAD plating in aerospace and I am having some adhesion issues with one of my LHE tanks. The solution make up is per PCS-2100.
I think it is because of the high Sodium Hydroxide level, I have already frozen the Sodium Carbonate out.
I am also having trouble keeping the Cadmium in range -- I don't want to add to much more Cadmium Oxide since that makes the Sodium Hydroxide levels increase.
Any ideas/tips would be helpful.
