Need to hold surface finish on Zinc Nickel plated parts

Q. Hi, I am making some bushings and they have a plating requirement of Zinc Nickel Plate and hold a 32Ra finish or better. The material is 15-5PH Heat Treated to H1025. The plating shop has not been able to meet the finish requirement of 32Ra. (The 32Ra is required on the OD of the bushing only, the other surfaces need to meet a 125Ra or better.
Has anyone ever came across this problem?
The parts are reading between 16Ra- 24Ra prior to plating.
