Corrosion of SAPH440 steel packed in VCI bags

ACRONYMS:
SAPH = a structural automotive hot rolled steel
VCI = volatile corrosion inhibitor
Q. We metal press SAPH440 steel and pack for delivery sprayed with oil and placed in VCI bags. The parts are packed in boxes 10 by 5; strangely enough the middle 4 pallets seem to have a reoccurring rust effect each delivery.
Any opinions, I would be grateful.
