Gold Electrophoretic Lacquer is Blistering

Q. We do Electrophoretic lacquers on metals.The metal substrate is carbon steel. Electrophoretic lacquer coatings are: Copper,nickel,silver and (30 micron) gold on metal substrates. We have some blisters on surface of our products. What advise do you have for a such blisters?
What causes to happen blisters in general and how we can prevent them?
