Krauser ABS Pannier bag refinishing

Q. I want to refinish the outer surface of a set of black ABS motorcycle pannier bags that have been ravaged by 32 years of all-weather riding and sunlight. The smooth portions of the outer surfaces have lost their gloss finish and in some areas are sightly "smokey" in appearance. In addition these surfaces are lightly scratched (as one might expect). I would prefer to re-instate the gloss finish but would consider alternatives

A. I would suggest buffing and polishing out the scratched areas, look into a headlight polishing kit, those usually contain the right types of abrasives and polishing apparatus for getting plastics back up to luster.
A clear topcoat of paint will help protect them over time.
