E-coat over Cadmium plating: How and Why

Q. I work for a contract painting company that supplies e-coating and powder coating services. We have customers that will send us parts that have a Cadmium plated coating or a Zinc/Nickel plated coated and request an e-coat finish over the top. Since we're not able to process the parts through the normal processing/cleaning stages as they will remove the base coating that has been applied to them, we have problems getting consistent results. Can anyone provide some insight as how to address this and explain what benefits the customer would realize from trying to have this base coatings under the e-coat? Thanks
