Coating recommendation for mechanical seal sleeve coating in Raw/Sea water application

Q. Sirs,

Can we use HVOF TC spray (METCO 16C) for raw water application? Note the region is Saudi Arabia. Which hard coating is recommended with this application?
We have primary choice as METCO 16C, second option Plasma Sprayed Chrome Oxide.
