Pitting on Zinc Plated Steel

Q. We are alkaline Zinc plating 12L14 steel. We are plating both small and large parts which contain both a machined and as-is surface which is very porous. We are experiencing rust pitting on the rough surface after plating and passivate but only on the larger parts.
Any ideas on what we can do to solve this issue.

A dip in a diluted fluoboric acid is a must as the base material contains lead.
