Best Way to Remove Iron Phosphate?

Q. I am currently trying to refinish a rifle and used naval jelly to dissolve the old bluing and rust with little effort. My problem is now that I have a layer of iron phosphate on the surface which I would like to remove. I can and have sanded off the layer quite successfully but there are many areas which I cannot physically reach. Is there an acid or commercially available chemical that will strip the surfaces down to bare metal without "pickling" or leaving a coating? Also, will those areas of iron phosphate accept hot bluing in the event I cannot remove the coating?
