Is the chipping an anodizing or shipping problem?

Q. Hello,

I have enclosed a picture of some parts we received back. They were chromic acid anodized per MIL-A-8625F Type 1 class 1. The material is 2024-T351.
This is the second time they have anodized these parts for us.

Can anyone tell by the pictures if this is chipping due to bad packaging or if this is an anodizing problem.
Unfortunately I did not see the first attempt but I am being told that the first time looked more like a shipping chipping problem then these do.

This does NOT look like chromic acid anodizing. I looks like Type II or III sulfuric acid anodizing over heat treated 2024 where the copper has cooked out of alloy and flaked off.

Thank-you for your response but I am pretty sure they only do chromic anodizing there.
