Best fix for Leaking Pontoons?

I got screwed. I bought a 30 foot SunTracker, after a marine survey, and it has a leaking Stbd pontoon. The surveyor is making it right by offering to pay $1,500 of the $3,900 estimate to put on new skin. I'm accepting the money. My question is do I foam, just patch, or put on new skin. I am going after the seller too, especially because he was so intimidating, and I was so desperate to get out of the house being an Iraq veteran. The main question is foam, patch, or weld new skin? Sucks don't it?

First- find the leak. Are the pontoons welded or riveted together? and is the leak at a seam? Call the manufacturer and find out what alloy the pontoons are and if they have been heat treated. The alloy type will determine if they can be welded or not. Heat treating may not prevent a weld.
