Leakage between seal and Zinc-Nickel plated surface

We use barrel plated COVENTYA PERFORMA 280 Zn-Ni with COVENTYA FINIDIP 128 passivation on steel parts. Thickness approx. 10 micrometers.
In some parts we observe a much higher He leak rate when we measure the leak rate between an HNBR seal and the plated surface.
Under the microscope the plated surface looks cracked (i.e. like dried mud) and that may be the cause?

1. How permeable is a Zn-Ni surface for gas?
2. What can we do to make it less permeable?
