Powder coating steel fence panels
We are about to start a large job coating steel panels. My question is if we remove all oils by high pressure water & Phosphate R/O rinse & then E-Clips Seal , will this work on preventing rust. I plan on cleaning & washing these parts as fast as possible. Straight into the dry off oven & then coating. All within about an hour. Will that work & should I powder these parts hot to creep into the welded areas.

Hi, Solomon. Phosphatizing is a pretreatment for paint, and a temporary corrosion reducing measure. It is not a final finish.
Powder coating is a good corrosion preventing finish, but the intention is not to melt the powder to get it to flow into pits. If you have difficult to cover areas, you might consider electropainting followed by a urethane topcoat as an alternative to powder coating.
