Can I paint vinyl windows?

I WOULD LIKE TO CHANGE THE COLOR OF MY VINYL WINDOWS. IS THERE SOME KIND OF PERMANENT, BRUSH ON PAINT FOR VINYL? IF SO, DO I NEED A PRIMER AND WHAT DO YOU RECOMMEND? THANK YOU FOR YOUR ADVICE. PATRICE
