Scale formation after Heat treatment of P91 material

We have manufactured 90 degree 24" size having 22 mm thickness. After heat treatment we have found almost average 0.7 mm thick scale formed all over. We need to perform DP (LPE) test on complete surface. We are unable to remove this scale even by way of grinding. Suggest a way out to remove scale which is must prior to taking DP test.

The best answer is to prevent the scale, Use a vacuum furnace or a reducing atmosphere furnace or at least an inert gas atmosphere.
Have you tried abrasive blast?
