Corrosion/rust in welded area of SS316L swimming pool brackets

Very good day

We fixed a supporting bracket with grab rails in swimming pool which has salt chlorination system. Within a few days supporting brackets got rust/corossion/brown colour formed on welded area and spread all over area in brackets.

Supporting bracket has one base plate, Rod and Pipe holder. Here, Rod and Base plate then Rod and Pipe holder has been welded by tungsten inert gas welding using filler rod, 316 L.

Please help us how to avoid the corossion/rust in brackets.

Is there any reason that water in swimming pool not balanced will be affect the Stainless Steel.
