Reducing COD in output water in winter

sir I'm working in a refined oil industry..and we have an etp plant .. which works in continuous system ... we have a prob in winters that COD of our final and aeration tank increases 3 times more than summer ... and most of our bacteria are not working as temp goes down to 8 degree ... and one thing which I want to mention is that we don't have a big etp plant..we just have one aeration tank and three digesters, which works in anaerobic conditions ... in summer are cod is 200-250 mg/l but now it is 1400 mg/l ...
so its my request that please suggest me some solution for that

You can reduce COD by adding hydrogen peroxide just before sampling/discharge
