Best pH for neutralization of carbon steel and copper piping after cleaning with inhibited HCl


My Name is Suhail Othman and I am working in the water treatment field. We are going to clean a chilled water circuit with inhibited hydrochloric acid and neutralize the pH with sodium hydroxide after the cleaning. we are also going to passivate the metal with Sodium Nitrite with sodium silicate and benzotriazole this on eBay or Amazon [affil links] . Kindly advise how much should the pH of water be kept during the passivation period. We will keep the passivator for 48 hours inside the system. The metals involved in the system are carbon steel and copper.
