17-4PH stainless steel failure in 2-hour salt spray test

Hello everybody:

We have a problem in the salt spray test of the 17-4ph stainless steel, after to do the passivation process, the spec require 2 hrs in the salt spray chamber, and at 15 min in the part present oxidation in the casting area, and in the machine area it's good, somebody can help us

The surface roughness is trapping liquid and not allowing fresh acid get to the recessed areas, so it does not passivate.
You might try appropriate grit blast or shot peening with ceramic or SS shot before machining.
