Silver Master problem on polyester

We are having problems with the Silver Master on Polyester, no problem on glass. We have to use a lot of wetting agent on the PET or Polycarbonate to get successful shims. Our nickel sulphamate bath parameters are on target.
Any ideas? Could it be the Reducer, spray gun ratio?
