Provisions and precautions for sea transport of mill scale

We are a Ship Management Company, with a fleet of Bulk Carriers. We have been asked to carry a cargo of 25,000.- metric Tons of Mill scale from Turkey to China. It is the first time that we carry such a cargo and we wish to know:
a. Does this cargo affect the quality of the paint in the holds of the vessel?
b. If the paint is somewhere broken in the holds, does the contact of the scale with the
steel parts of the vessel accelerate the corrosion and how?
c. Are there any precautions that we have to take for protection from fire, explosion, or
harm to the crew?

hello,
we are having huge stocks of mill scale which are just being exported to china . Is there any way the same can be used in steel making through induction furnace route.
