Kynar Paint as an isolator?

We are installing a 16 GA stainless brakeshape (angle) to a Kynar painted architectural aluminum panel in an exterior coastal environment. The stainless will be attached to the aluminum with stainless screws. Question is; Is the 70% PVDF 3-coat Kynar paint an adequate isolator or should an additional separator be used?

Can you please be more specific about how you intend to isolate the screws. This would seem the larger dilemma?
Regards,
Bill
