Can anodized wheels be chromed or powder coated?
I was told that I can't powder coat anodized wheels, but can I chrome them? If so, black chrome?

Powder coating is applied over anodizing quite often. As long as your wheels are properly cleaned and prepped, there is no reason why they couldn't be powder coated.

I think you've got these backwards.
Anodized aluminum has a porous surface of of Al2O3 and AlOOH, which does not conduct electricity. You won't be able to establish a current for which to chrome plate, but powder coating should be fine.
