How to finish titanium cylinder liners

I need to finish cylindrical titanium liners of following size
OD= 23 mm
ID= 20 mm
length=80 mm
only ID needs to be finished so that a titanium piston(OD=19.85, L=16 mm) with silicon two 'O' rings will slide to provide hermetic sealing. this will be fine bored on CNC.
request suggestions to finish this so that to have an effective sealing and at the same time have a smooth sliding without stick-slip.

A PVD coating of TiN or its variant would be ideal But it would be difficult to coat a bore of 20 id to a depth of 80. One can coat to a depth of 20 from each end. Probably one can try to stretch it a bit and tolerate reduced thickness towards centre.

If you only need the ID worked, I suggest you look into a technology call ballizing.
