I would like to develop a nickel powder coatings with < 0.15 ohms for computer use. Can this be done

I do not think that anyone would spray a nickel based powder coating material as breathing in any dust from the powder cloud or even just handling would be very hazardous.

Look up flame spray or thermal spray and see if that would work for you. The smallest units would be a dual wire arc unit.
