Tolerance band for finish: Rz=10um AND Rzmax=20um

There are two requirements under the surface finish symbol
Rz=10um
Rzmax=20um

Are these upper and lower limits of the finish allowed?

If these 2 numbers appear side by side or next to each other, I would say you are correct to assume they are a min max notation; however check title block to see if there is a tolerance indicated there. If tolerance is there, then it is not min, Max. Last and simplest way is to ask the originator of dwg. or company requesting info.
