Excess problem on the bright tin

I've set up a new process for bright tin plating but I found the problem follow below item please help to suggest the detail of machine .The machine is rack plating I have 3 bath of plating that tank size (2300 liters)(2300 liters)(2800 liters)
base of chemical is sulfuric acid the tin concentration 16 g/liter the sulfuric concentration 100 g/liter.I used 3 additive for plating bath.
1. After I test plating I found the small excess that is the tin not another metal.
2. I used the rectifier that have nipple value more than 30% It created this problem or not?
3. I not have circulate in tank .I have only foot pump and flow the chemical pass the filter and return in tank (I used filter 5 micron)
