Random Brown Stains on Decorative Chrome

We have a problem in our commercial Chrome division with a random brown stain appearing on finished product. Full chemical testing has been done by our suppliers and they say it is to standard compliancy. In the process we can achieve brilliant success in production but in the next production the spots will appear as if a gremlin is in the tank. Can anyone out there give us an idea where to look for a solution?

My guess is that the gremlin is in your preplate steps as in blush rust or fingerprints or similar.
