Poor throwing power of trivlent chrome

we had done the purification of trivalent chrome (white chrome) to remove the metallic contaminants by adding a complexing agent. the 'metal sludges' was then remove by filtration.
After the purification, we resume production ut found very poor/no coverage of trivalent chrome over ickel layer. And we found out the filtration was not properly conducted as we still found the yellowish stain at the filter cartridge.
is it the poor coverage caused by the improper filtration, as there might be residues of purifying agent in the bath?
Anybody has similar experiences?
