Surface of aluminum carts powdering

We are experiencing a white powder on the surface of our aluminum hospital carts which are washed with neutral chemicals in moderately hard city water at 180* for 1.5 minutes.Carts are not hard anodized.

Ted,
The anodizing on the carts is sulfuric, @60 °F 30 to 40 microns film thickness.
