What are the brown spots under heavy lacquered brass? Removing the spots?

I have a rather large object with heavily lacquered brass. I've never used this item except for taking out of it's box to look at it's beauty. Recently, I thought of someone who might enjoy it. The object has been in storage for at least 10 years. Much to my dismay, when I was dusting it off I saw the brown spots on the base that holds the globe. I rubbed the brown spots over and over again. The spots have lightened but are not gone. Any suggestions would be much appreciated. Thank you.

I would take it to a professional brass polishing shop where they would solvent remove the lacquer, polish/clean and recoat.
