Hi Jerry,
I would like to help... I could visit you on site and carry out some evaluations tests using several different paints purchased from your local D-I-Y. These different paints will be applied to create some very small test squares. I can't give too much away, otherwise I will not be able to charge you a consultation fee. However, these "paint test squares" will allow me to evaluate each paints; drying properties, adhesion to sub-paint and identify any defects arising during/after top coat application to sub paint film.
