Is there a Government overseer that watches for fraud in metal recycling?
I have a situation where I took over 791 pounds of scrap computer boards, and 12 lbs of silver and Gold O rings to a recycler. They told me I could witness the melt down and they would also give me a break down of the precious metal content, but they would not allow me to witness the melt down or give me a breakdown of material. Boards were between 1980-1990 era. They just sent me a check for $438.20 No explanation. Question is there a Government overseer that watches for fraud?

For what you are referring to, the value of what you had recycled, you would have to refer to consumer protection authorities and/or local law enforcement if you believe fraud was being perpetrated. The recycler is subject to government regulation but that is more related to the recycling and storage processes not his business dealings.
If the recycler is a member of a trade organization you may try to enlist them for assistance.

Education czar, war on drugs czar, homeland security czar. Czardom is nothing new. Maybe we'll all have our 15 minutes of fame as czars. I always wanted to be Jello Sheriff, but Jello Czar sounds even better.
