My first thought would be to hire yourself a consulting engineer. My second would be that if you do not have an inkling of how the general layout should be you probably are also lacking knowledge in the processes to be performed. Therefore, I suggest you educate yourself first. I would suggest you borrow or purchase some books. There are some books which cover both the material science, the art and science of electroplating and facility planning. One of these that I have used for many years is Electroplating Engineering Handbook [on AbeBooks or eBay or Amazon affil links] by Lawrence Durney et.al. Various editions of this book have been around for probably 50 years.

You should work closely with your chosen plant supplier.
I have seen many very poor do-it- yourself layouts.
A specialist supplier will design the tanks in the compatible material, calculate heating rates, adequate rinsing, rectifier size etc. and ensure that your design and effluent complies with all the mountain of current legislation.
Always ask to see installations that the supplier has completed before making any commitment.
