Electrostatic screening problem

We are manufacturers of high voltage Disconnectors (Isolators) rating 145kv, 245kv and 420kv class. During the drawing approval process one of our customers, a steel plant, commented on our product drawings as below.
'Contacts shall be protected all round by a metal cover to provide electro ù static screening. The type of material for metal cover shall be indicated in the "PART LIST" '.
Please help us what exactly is this? Is this about any kind of electroplating (tin or something?)and how the electro ù static screening can be done by a metal cover over the huge sized current carrying assembly.

Hi, Muralidhar. This doesn't appear to have anything to do with metal finishing, but involves a contract dispute about electrical engineering issues. They say they want a metal box all around the contacts to provide electrostatic screening, and you say it's inappropriate. You and your customer need to talk :-)
