Refinishing a Brass Snare Drum

I have a brass snare drum that is in need of refinishing. Looks like the old lacquer is coming off and there is a small dent. Can I do this myself? Where do I get the yellow lacquer to spray on the drum after the old lacquer is stripped. How do I get the dent out?
