Repairing sun damage to auto plastic with Krylon Fusion

Hello I need some help. I have a 98 Monte Carlo z34, and the on the rear there is a plastic in between the tail lights. This was faded really bad, so I painted it using a gloss black Krylon Fusion this on eBay or Amazon [affil links] . I experienced that with the Krylon Fusion that you cannot use clear cote. Its been a few years now and it looks disgusting, there's spots there wasn't there before. Granted I made a rookie mistake and only put 2 coats on. My car gets detailed a lot mainly because it's free if I do it myself. What I am lookin to achive is a nice even glossy black finish. I sanded it using 400 grit.

How many coats should I use?

Is Krylon Fusion safe to use waxes on?
