Can stainless steel of 304 Grade electropolished to achieve different finishing surface say antique or satin finish?

Electropolishing will create a bright shiny corrosion resistant surface it will NOT produce a matte finish.
To produce a uniform matte finish on 304 ss chemically you can over passivate or pickle the parts in Nitric/hydrofluoric acid passivating solution
