Why not plate gold follow with tin plating?

Dear experts,

I had a concern regarding why we must plate tin first, cover with dryfilm on the tin plated later, then at last go for gold plate. Why can't we plate gold first then follows by tin plated. Any opinion?

Hi, Ivan. Just about anything can be done. But the question is why? What do you see as the purpose and function of gold plating then tin plating this article?
