Dual nickel/chrome plating on welds

We do dual nickel/chrome plating on cold rolled steel tubes. In one area there is a weld and our customer is experiencing rust coming out of the welds. We have stated to them that we can't plate inside the porous weld and that is where the rust is leeching out of. Does anyone have any information on these issues, either being able to plate them or get a better weld? It would be nice to put this one to bed.

Painting the inside of the tube will help some, but there is not much else that can be afford ably done. A better weld would help some.
