Repainting powder coated mailboxes that are peeling

I AM PAINTING POWDER COATED MAILBOXES WITH A LOT OF PEELING PROBLEMS. SANDING AND CLEANING DOES NOT PROVIDE ME WITH THE SURFACE I PREFER TO FINISH THE WORK. HAS ANYONE USED A PRIMER THAT REALLY WORKS ON THESE. I want A QUALITY JOB BUT NEED A GOOD SURFACE TO START

Hi, Gus. I don't know if you are talking large postal service receptacles or little aluminum mailboxes in a condo, but the reason the powder didn't stick the first time is almost surely lack of proper pretreatment. The right solution is stripping of the powder coating, followed by chromate conversion coating if they are aluminum or phosphatization if they are steel, before painting.

Strip the powder, etch prime, prime, sealer, topcoat.
