Want to do minor repair to Powder Coated railings

I need a little help and hope that you can provide that. I've had some powdercoating done (wrought iron railings). Unfortunately, there are a couple spots that need some repair. I don't mind doing the repair, but don't know how. There is one spot on the top of the rail that has two drop like "buttons." Is there any way to tone these down (like with a router? sandpaper?)? Also there is a small area on the top side of the rail that is rough - about 8 inches long. Since that is where your hand goes, it may cause some scrapes as it is a bit sharp.

It's taken so long to get my rails back - a two week job is almost three months. The fellow that did the work really put a effort into doing the job and I can't go back to him and ask him to fix it (he already said there is no fix). I don't want to let the rails remain that way. but don't know what to do about them. Please give me some suggestions to at least fix it so that it isn't so bad.

In general, paint is compatible with powder coating. You could ask the powder coating contractor if the powder supplier recommends a particular kind. Then you just sand down those high spots that bother you, treat the bare metal with rust converter this on eBay or Amazon [affil links] , and apply the touch up paint.
