Preplated (tin plating) steel edge is rusting

I have a problem, I am using preplated Tin(SPTE) steel, on a tuner shield can. The edges are not plated and can exhibit rusting. Does anyone have any experience with this in a reflow oven solder situation. This part is specifically a surface mount shield. Test soldering indicates that the part does solder to the PCB very well, but my customer is concerned about the rust. I am looking for information I can go back to my customer with a solution.

This is one of the problems in using preplated stock. The simple solution may however be costly. That would be to have the part fabricated out of unplated steel and than to have it plated so that all surfaces will be tin plated.

Can you use an electric solder pot and only dip the bottom 1/8" in the dip and sling method of solder coating the bottom area. It is a bit labor intensive, but you can do several a min with 1 operator. Better than having an unhappy customer.
