Yellow-brown pitting dot on reel-to-reel plated tin surface

I am from a reel to reel plating company which has been running for past four years without any big issues. recently we are facing the issue of tiny pitting dot scattering on matte tin surface.

We are plating matte tin on cold roll steel with nickel undercoat, Since the pitting dot occurred we have improved our pre and post-treatment, and tried plating a copper layer before nickel but it's not working.

We are using Nickel sulfamate bath, MSA tin bath and chrome passivation.

Hope someone will give me some idea on this issue.
