Poor adhesion on stainless steel metals because of glue

Q. Hi, I need help.

Hi, I have some adhesion problems with stainless steel products.
We clear powder Coat, but this metal came with some plastic cover blue on one side of the piece.
I try many differences solvents, cleaners (Thinner lacquer, acetone this on eBay or Amazon [affil links] Warning! highly Flammable! , alcohol, 5 station washer machine) to remove the glue left on the piece , when we remove the blue plastic cover.
We don't know what kind of plastic are or what kind of glue, this pieces came from Japan

The area with no plastic cover, we don't have any problems.

I ask has somebody already resolved this issue or have some comments.

Thanks
Appreciate your help.

A. The best solvent for adhesive is toluene.

A. Everyone has preferences and mine is Xylene this on eBay or Amazon [affil links] . It is available at any paint store of any size. I think that it is safer to use as well as a great adhesive remover and it does not affect paint (much).
