Solderability of Galvannealed Steel

We have a galvannealed steel heatsink. We discovered that the solderability was terrible, and almost no wetting occurred.

We have since changed the coating spec for these parts, but still have stock of the old parts. Can these be salvaged? What would be a good process for stripping the galvannealed coating and replacing it with a matte tin coating.

Use a stronger flux or a wipe with dilute muriatic acid this on eBay or Amazon [affil links] if it is not an electrical component.
