Think about it. Does copper sulphate dissolve in water? the answer is yes, to a given amount per liter based on temperature. Now what is vinegar? it is a dilute solution of acetic acid in water. So, yes it will dissolve to about the same amount as it would in water. In water you have undissolved copper sulphate

The acetic acid is water with hydrogen ions and acetate ions.
So you will have hydrogen ions, copper ions, sulphate ions and acetate ions. Some of the copper ions will react with the acetate ions to form a minute amount of copper acetate [affil links], but most will be in the ion form of each. Look up the solubility of copper sulphate and copper acetate. I believe that are similar. The solubility constant for each will give you an idea.
