Non conductive coating for screw heads

I am looking for a way to make screw head non conductive. I could overmold it with rubber or silicone but it is out of my budget. It has to be able to resists daily wear against screwdriver or coin up to 5000 cycles. Any suggestion?

If it just the head that needs to be nonconductive, you can use rubber or plastic washers.
There are some fiber re-enforced plastic screws of you do not need high torque.

The screw has to be qualified for MIL spec. I looked in to powder coating and was wondering if anyone had any experience with that. Thanks in advance..
